Mid-Year 2024: Portland's Housing Market Isn't What the Headlines Say

A mid-year 2024 market check from a working Portland real estate broker: inventory levels, price trends, where buyers have real leverage, and where sellers still control the conversation.

By mid-2024, the Portland housing market had settled into something more complicated than either the bears or the bulls predicted at the start of the year. It was not a crash. It was not a rebound. It was a segmented market where the story depended heavily on what you were buying, what you were spending, and which neighborhood you were watching.

Here is what I actually observed working transactions through the first half of the year.

Inventory Was Up, But Not Evenly

Total inventory in the Portland metro climbed meaningfully compared to 2023's historic lows. For buyers, that change in feeling was real. Fewer situations where you had to decide in 24 hours. More opportunities to do a second showing. Some properties sitting long enough to allow inspections before writing offers.

But the inventory gains were concentrated in particular segments. The $650,000 and above category had noticeably more supply, particularly in suburban areas with new construction competing against resale. The $350,000 to $550,000 range, where most first-time buyers are competing, remained tight. Well-priced, well-maintained homes in desirable Portland neighborhoods were still attracting multiple offers.

Prices Adjusted, But Did Not Collapse

The price corrections that national headlines implied did not materialize in Portland the way some buyers hoped. What happened was more like a normalization. Homes that would have sold for 10% or 15% over asking in 2021 and 2022 were selling at or near list price. Overpriced listings that would have gotten away with it in 2022 sat until sellers adjusted.

Median prices in Portland proper held relatively flat compared to mid-2023, with modest appreciation in the most desirable neighborhoods and modest softness in outer areas with high new construction competition.

Rates Were the Defining Variable

The conversation at the start of almost every buyer consultation in 2024 was about interest rates. The 7% range that persisted through much of the year priced a meaningful number of buyers out of what they could comfortably afford. It also created a lock-in effect: sellers who refinanced at 3% or 4% had a strong disincentive to sell. Less seller motivation contributed to the inventory constraints on the lower end of the market.

The buyers who did transact in this environment tended to have stronger financial positions, were buying for long-term reasons rather than speculative ones, or found creative ways to address the rate issue through negotiated concessions or rate buydowns.

Where the Market Stood Heading Into Fall

Going into the fall 2024 selling season, the clearest picture was this: sellers with good properties in good neighborhoods, priced correctly, were still selling well. Buyers with patience and clarity on what they wanted found more opportunity than they would have a year earlier.

The buyers who frustrated themselves in 2024 tended to be waiting for a moment of obvious market weakness that did not come to the lower price tiers where they were shopping. The buyers who did well took advantage of increased inventory on the higher end or bought the kind of home that would have had no room for negotiation in 2022.
